Dr. Giovanni Carlo Borg was born in Valletta on January 12, 1857 and was baptised at the parish church of Our Lady of Porto Salvo, in Valletta, on the 14th of the same month. He was the son of Dr. Salvatore Borg M.D. (who was the Superintendent of the Ospizio del Vecchio in Floriana) and Vincenza Borg Olivier. 

Dr. Borg graduated at the University of Malta in August 1883 and in 1884 was employed at the Ospizio in Floriana. On 17th September 1885 he was appointed District Medical Officer for Zurrieq, a district which included also Safi, Mqabba, Kirkop and Qrendi. He resided at No. 28 Piazza Maggiore, Zurrieq and lived there for three years.

Dr. Borg married Maria Carmela Enriquez, daughter of Giovanni Enriquez who was Quarter-Master of the Royal Malta Fencible Artillery. They were married on June 15, 1886 in the church of the Immaculate Conception (Sarria Church) in Floriana by the Very Reverend Canon Deacon Don Giovanni Carlo Borg Olivier dei Conti Ciantar e dei Baroni di San Giovanni. The witnesses were Dr. Theodoro Bonnici M.D. (Professor at the University of Malta) and Mr. Paolo Falzon (son of Magistrate Dr. Filippo Falzon). They had a son, Jaques, who died as a child, and a daughter, Maria Rosa, who married Captain Joseph E. Agius, Director of Prisons.

In 1888 Dr. Borg was appointed DMO, Floriana and resided at No. 13 Strada Conservatorio, Floriana. In 1889 he moved to No. 56 Strada Giardino Botanico, Floriana. On July 10, 1890 he succeeded Dr. Giovanni Felice Inglott as DMO Zabbar and resided at No. 37/40 Strada Chiesa, Zabbar. He served as DMO, Zabbar for 19 years and was very active in social affairs besides being Ho. President of the Maria Mater Gratiae Club. He was also President of the Casino Hompesch of Strada Chiesa (1893) and Medical Officer for the Societa' Mutuo Soccorso San Francesco (1903-1909).

In 1910 Dr. Borg was appointed DMO Casal Paola, a district which covered also Tarxien, Luqa and Corradino. He resided at No. 24/36 Strada Tarxien, Paola and served as DMO for 12 years until he retired in 1922. Whilst in Paola he was President of the Societa Filarmonica De Paule (1910-1915).

In 1923 Dr. Borg moved to No. 535 Strada Reale, Hamrun where his wife passed away. He stayed in Hamrun till May 1924 when he returned to Casal Paola and resided at No. 21 Via Luca. He lived there for three years. In April 1927 he moved to his final residence at No. 75/115 Strada Tarxien e Paola, Paola. There he died on October 10, 1927 at the age  of 70. The funeral service was held at the Parish Church of the Annunciation in Balzan and he as buried in grave no. 26 at the Balzan Cemetery.
